Philippines - Vice President Jejomar Binay on Monday pushed for a public-private partnership (PPP) approach to fight cyber-attacks and promote cyber-security, especially in the financial services sector.
Speaking at a forum on cybersecurity, Binay said government and the private sector must jointly advance the state of the art in information technology and cyber security.
"There is an urgent need to intensify efforts at cyber-crime prevention, detection and prosecution," he said at the Cybersecurity Forum at the National Defense College of the Philippines (NDCP) in Camp Aguinaldo.
“We also need to put good money into cybersecurity research, intelligence and analysis, and to collaborate with the private sector whenever government resources are lacking in order to undertake such research and put it into practice for better cybersecurity of the financial services sector,” he added.
He noted the public and private sectors must help each other in "advancing the state of the art in information technology and cybersecurity through innovations in mathematics, statistics and computer science, the development of measurements and standards for emerging information technologies, and the deployment of I.T. systems that are reliable, interoperable and secure."
Binay is no stranger to cyber-attacks, with the website of the Office of the Vice President having fallen victim to hackers in past months.
He noted that while the Cybercrime Prevention Act of 2012 presents a good start, comprehensive cybersecurity laws are still needed in addressing the issue of cyber attacks.
“Precisely because modern technology has made the financial services so sensitive and vulnerable to every slight disturbance, we need the best laws and practices to ensure the most reliable means to guarantee public confidence in our monetary system,” he said.
Entitled “How Safe Is Your Money: Re-thinking Cybersecurity”, the forum aimed to provide a venue for various stakeholders, including representatives from government agencies, the banking sector, remittance centers, and other financial institutions, to discuss and exchange best practices in enhancing cybersecurity.
The forum was sponsored by NDCP, Office of the Vice President, and National Defense College of the Philippines Alumni Association, Inc. (NDCPAAI).
