MANILA, Philippines — To increase the awareness of students on the importance of human rights, the Department of Education (DepEd) on Friday urged public and private elementary and secondary schools nationwide to participate in the annual celebration of the Human Rights Consciousness Week.
Education Secretary Armin Luistro said that carrying out activities to observe the Human Rights Week which will run December 4-10 will help “promote respect and understanding on the human rights proclaimed under the universal declaration in order to create a sustainable human rights culture in the country.” Luistro, through DepEd Memorandum No. 269 series of 2011, also encouraged regional and division offices in both public and private schools to undertake related activities during the Human Rights Week which include hoisting of streamers depicting this year’s theme: “End Impunity: Make Human Rights Our Way of Life,”; recitation of the “Panunumpa sa Karapatang Pantao” during flag raising on December 5; and reading of the “15 Articles of the Universal Declaration of Human Rights” for two Mondays including Dec. 5 and Dec. 11
Pursuant to Republic Act 9201, or the Human Rights Consciousness Week of 2002, December 4- 10 of every year has been declared as the National Human Rights Consciousness Week in the country, in line with the universal declaration of Human Rights adopted by the United Nations in 1948. By virtue of the law, all government agencies including government-owned and controlled corporations shall celebrate the week through simple and appropriate ceremonies and activities to make the people aware of their basic human rights in relation to the functions and services offered by government instrumentalities.
“Moreover, all public and private elementary and secondary schools are encouraged to carry out activities in subject areas in which topics on human rights are integrated during the regular classroom discussions and for pupils and students to be involved in other related activities such as essay writing contests and drawing contests during the first few minutes or hours of their classes,” Luistro said in his memorandum.
